For over two decades, World Pulse has connected women across the globe to share their voices, build relationships, and create change in their communities.

World Pulse began by ensuring that women had a safe space to tell their stories and be heard. Over time, we learned that stories create relationships, relationships build collective agency, and collective agency drives systems change. Today, the network has reached the density, trust, and leadership capacity to become an engine of change in its own right.

Women around the world understand the realities of their communities, the barriers they face, and the opportunities for change better than anyone. Yet too often, organizations are designed so that this knowledge informs stories, but not decisions.

World Pulse is evolving towards a network organization: a model where community members will now lead, govern, and shape together where the organization goes next. We are building a network operating model that enables leadership, governance, learning, and stewardship to happen across the network, keeping at its center the accountability, trust, and care we hold with and for one another. This evolution reflects a simple belief: The strongest organizations are those that become less dependent on any one person or team, and more capable through the collective stewardship of many. We are shifting decision-making power to where it belongs: with the women who know their communities best. This way, the organization grows stronger through the combined leadership of many, instead of relying on a few people at the top of a hierarchy.

Why this change?

For years, community members have done far more than participate in World Pulse. They have welcomed new members, led trainings, facilitated conversations, curated opportunities, conducted research, represented the organization globally, and helped shape the community's future. This path forward recognizes that reality.

Leadership has already emerged across the network. This change will facilitate clearer pathways for members to move from participation to stewardship, from advising to decision-making, and from contributing individually to collectively shaping the future of the network. But this is about much more than expanding leadership opportunities.

A New Way of Operating

A network is more than a community of people connected to one another. It is an operating model: a way of making decisions, allocating resources, developing leaders, learning together, and carrying work forward collectively.

The World Pulse network model combines community-led operational stewardship with distributed governance. Alongside this foundation, community leaders will steward the work of the network through dedicated collaboration groups with clear areas of responsibility and decision-making power across all strategic and operational areas.

These groups are not advisory entities. They become part of how the network operates. Together they will steward:

• Impact measurement, learning, and evaluation.
• Budget conversations and resource allocation.
• Fundraising opportunities and partnership development.
• Community experience and program evolution.
• Research, experimentation, and innovation.
• Leadership development across the network.
• Strategic direction and organizational priorities.

Rather than concentrating responsibility in a small number of formal positions, the network will increasingly operate through fractional roles, documented knowledge, and collaborative decision-making. This network operating model will take place over the coming 12 months through a phased implementation process. Governance structures, committee responsibilities, and decision frameworks will be developed, piloted, evaluated, and refined by women from all around the world.

Lasting impact comes from building resilient systems that enable communities to lead, learn, and adapt over time. The future of World Pulse will be stewarded by a global network through our shared values of voice, connection, stewardship, abundance, and power.
